A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §24-2-3d, relating to eliminating charges by public utilities for meter reading and minimum bill fees.

Be it enacted by the Legislature of West Virginia:

That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §24-2-3d, to read as follows:

ARTICLE 2. POWERS AND DUTIES OF PUBLIC SERVICE COMMISSION.

§24-2-3d. Elimination of meter reading and minimum bill fees.
Notwithstanding any provision in this chapter to the contrary, a public utility subject to the jurisdiction of the Public Service Commission may not charge its customers fees relating to: (1) The reading of customers' meters; and (2) charges that constitute a minimum bill fee, monthly or otherwise.
NOTE: The purpose of this bill is to eliminate charges imposed by public utilities for meter reading and minimum bill fees.

This section is new; therefore, it has been completely underscored.
